Ordinary scrap is a commercial transaction: once it is sold and paid for, it is the buyer's problem. Regulated streams work differently. Under India's hazardous waste and e-waste rules, the generator stays accountable for making sure the material reaches someone legally entitled to receive it. If it goes astray, 'we gave it to a vendor' is not a defence.

Know which streams are regulated

In most plants the regulated streams are a short list: used and waste oil, oil-soaked cotton and filters, spent chemicals and their empty containers, paint and ETP sludge, discarded electrical and electronic equipment, and batteries. Your Consent to Operate from the State Pollution Control Board usually names the hazardous wastes your process generates — that list is the right starting point.

Store it as if an inspector will see it

Labelled, covered, on an impervious floor, segregated by type, with a record of when each lot was generated. Storage limits apply, so regular, scheduled lifting is better than letting drums accumulate until someone notices.

Hand it only to an authorised handler

Before any regulated material leaves, check that the receiving recycler, re-refiner or treatment facility holds a valid authorisation for that specific category, and that the transporter is moving it under the required manifest. Keep a copy of the authorisation on file alongside the lifting.

Get the paper back

The trail is: your record of generation, the manifest that travelled with the load, the receipt at the facility, and the recycling or disposal certificate. The certificate is what closes the loop. If it does not arrive, the quantity is not closed — chase it in the same cycle as you would chase a payment.

File annually, reconcile monthly

Annual returns to the State Pollution Control Board are much easier when each month's liftings have already been reconciled against their certificates. The same trail supports EPR filings where they apply. Rules and forms are updated from time to time, so confirm current requirements with your SPCB or compliance advisor.

How we handle it

We collect regulated streams in sealed containers, move them under manifest, and deliver them only to CPCB-authorised recyclers and re-refiners, returning the certificate to you for your file. Our own authorisation applications for these categories are in process. See our services or talk to us about a scheduled lifting.
